On Oct. 3, 2011, the Federal Reserve Bank of New York released the tentative operation schedules associated with outright purchases and sales of Treasury securities as announced by the Federal Open Market Committee (FOMC) as part of its latest "Operation Twist" plan.
The Fed plans to purchase approximately $44 billion and sell approximately $44 billion in Treasury securities over the month of October. The next release of the approximate purchase and sale amounts and tentative outright Treasury operation schedule will be at 2 p.m. on Oct. 31, 2011.

New York Fed Purchases $5.190 Billion In Treasury Coupons
The purchase or sale of Treasury securities on an outright basis adds or drains reserves available in the banking system. Such transactions are arranged on a routine basis to offset other changes in the Federal Reserve’s balance sheet in conjunction with efforts to maintain conditions in the market for reserves consistent with the federal funds target rate set by the Federal Open Market Committee (FOMC).
